Manual patch content not showing as downloaded

Hello,

I am having an issue where manually downloaded patches are not showing as downloaded when looking at the properties of a patch on our new 9.5SP1 core.  I have changed the Patch location to our data drive and all the downloadable patches are downloading to it and we are able to deploy patches successfully to PCs. 

For example, Java 6 Update 45 is a manual download.  We have downloaded the JDK & JRE files from Oracle's site and placed them in the \\core\patch directory but they are still showing as not downloaded.  It does seem to be happening with any Manual download patches.  We do still have our 9.0SP3 core and we're not seeing this problem there. 

Any ideas?
