I have a ticket with support already, but figured i would let all know. There isan issue with the LD patch detection mechanism for patch 955839 - December 2008 cumulative time zone update for Microsoft Windows operating systems.
The microsoft site goes into detail about what the detection logic is - http://support.microsoft.com/kb/955839 But basically, here is the point of issue with the LANDesk patch detection logic.
Note
- If you apply this update after you upgrade from Windows XP SP2 to Windows XP SP3, the file version for Tzchange.exe is 5.1.2600.5699.
- If you apply this update to Windows XP SP2 and then upgrade to Windows XP SP3, the file version for Tzchange.exe after the upgrade is 5.1.2600.5512. This is the Tzchange.exe version from Windows XP SP3. This behavior is expected and does not affect the DST changes that this update applies. You do not have to reapply this update.
Support is looking into the resolution of the issue.
